Instructions
- Preheat Oven: Preheat the oven to 400°F and grease a 9×13 inch baking dish with cooking spray.
- Cook the Meat: In a large skillet, cook the ground chuck, onion, and bell pepper until the meat is browned and the vegetables are tender. Drain any excess fat.
- Add Flavors: Stir in the tomato paste, beef broth, ketchup, mustard, Worcestershire sauce, brown sugar, garlic powder, and black pepper. Simmer for 10 minutes.
- Make the Cornbread Topping: In a bowl, combine the corn muffin mix, milk, baking powder, and eggs until just combined.
